Mystery Chariot

I obtained this plastic chariot and charioteer today. The driver is around 70 mm. and made of a rubbery plastic. I'm told they are made in Wales.The horses are hollow.  Any ideas?

My latest information is it is an American company,Thomas Toys and the figures came unpainted. It looked like a factory paint job to me so I'd be interested in confirmation on that.
